Warm Homes: Local Grant in Cheshire and Warrington

Published and last updated 15 October 2026

Cheshire East Council leads an £8,392,725 Warm Homes: Local Grant with Cheshire West and Chester and Warrington that can fund air source heat pumps, insulation and solar panels for eligible households. Funding is expected to run until 31 March 2028.

What can the grant pay for?

Measures include cavity, loft, solid wall and under-floor insulation, air source heat pumps, solar PV, heating controls, and high heat retention storage heaters where a heat pump isn't suitable.

Works aim to raise the home's EPC by at least two bands.

Who qualifies?

Homeowners living in the property as their main home, and private tenants, qualify if the home is rated EPC D to G and they meet one income test.

  • receive an income-related benefit
  • household income before tax of £36,000 or less
  • household income of £20,000 or less after housing costs
  • or live in an eligible postcode

Disability benefits aren't counted as income.

Do you have to pay anything?

Homeowners usually pay nothing unless repairs are needed first, while private landlords contribute at least 50% after their first property.

How do you apply?

Apply through the GOV.UK Warm Homes: Local Grant page; Cheshire East Council checks eligibility and Community Home Solutions delivers the work.

ECO and the Great British Insulation Scheme closed to new applications on 31 March 2026.

Can you combine this with the Boiler Upgrade Scheme?

Not for the same heat pump: a property that has had government funding for its heat pump can't also get the £7,500 Boiler Upgrade Scheme grant, but you could use this scheme for insulation and the Boiler Upgrade Scheme for the heat pump.

Which areas do we cover?

We cover Greater Manchester, Lancashire, Merseyside, Cheshire and Cumbria.
