Warm Homes: Local Grant in Merseyside and the Liverpool City Region

Published and last updated 15 October 2026

The Liverpool City Region Combined Authority leads a £31,805,813 Warm Homes: Local Grant for Liverpool, Halton, Knowsley, Sefton, St Helens and Wirral, funding energy upgrades for low-income households in homes rated EPC D to G. Each council runs its own application route.

What does Liverpool's scheme offer?

Liverpool City Council's scheme has £5.8m to upgrade about 450 homes over three years, with no contribution from eligible households.

Measures listed by the council: insulation, solar PV, ventilation, smart controls, hybrid and ground source heat pumps, and other measures subject to survey.

Who qualifies in Liverpool?

Homeowners and private renters in homes rated EPC D to G qualify if they live in an eligible postcode, receive certain means-tested benefits, or have gross household income below £36,000.

Is the Liverpool scheme open?

Year two (1 April 2026 to 31 March 2027) is oversubscribed, but you can register interest for year three, which starts on 1 April 2027.

Apply only via the GOV.UK referral portal; the council doesn't take applications by phone or email.

What about Wirral, Sefton, Knowsley, St Helens and Halton?

Each borough runs its own Warm Homes: Local Grant page, so check with your council for its measures and current status.

Can you combine this with the Boiler Upgrade Scheme?

Not for the same heat pump: a property that has had government funding for its heat pump can't also get the £7,500 Boiler Upgrade Scheme grant, but you could use this scheme for insulation and the Boiler Upgrade Scheme for the heat pump.

Which areas do we cover?

We cover Greater Manchester, Lancashire, Merseyside, Cheshire and Cumbria.
