Published and last updated 15 October 2026
The Warm Homes: Local Grant in Lancashire is a government-funded scheme, delivered through Cosy Homes in Lancashire, that can pay for air source heat pumps, insulation and solar panels for low-income households in homes rated EPC D to G. Blackpool Council leads a consortium of Lancashire councils that received £35,324,700.
Which councils are covered?
Blackpool leads the consortium with Blackburn with Darwen, Burnley, Chorley, Hyndburn, Lancaster, Pendle, Preston, Ribble Valley, Rossendale, South Ribble, West Lancashire and Wyre.
Fylde isn't listed as a member on GOV.UK, so Fylde residents should check with Cosy Homes in Lancashire.
What can the grant pay for?
It can cover insulation, renewable heating including air source heat pumps, solar PV and, where a retrofit assessor recommends them, doors and windows.
Who qualifies?
Your home must be rated EPC D to G, you must own it (including private landlords and park homes on residential sites) or rent it privately, and you must receive benefits, have household income under £36,000, or live in an eligible postcode.
How do you apply?
You check eligibility and apply online through Cosy Homes in Lancashire, whose advice team can help with the application.
Confirm the scheme is currently open before applying.
Can you combine this with the Boiler Upgrade Scheme?
Not for the same heat pump: a property that has had government funding for its heat pump can't also get the £7,500 Boiler Upgrade Scheme grant, but you could use this scheme for insulation and the Boiler Upgrade Scheme for the heat pump.
Which areas do we cover?
We cover Greater Manchester, Lancashire, Merseyside, Cheshire and Cumbria.
